解决方案
这个issue敝司分析是google issue；
曾经在 ALPS04181320 [【BLU】【6208P】【GTS】P-GO 6.0R2出现GtsSecurityHostTestCases一项fail]中合过一笔google patch：ALPS04179908；
这笔patch解决了com.google.android.security.gts.SELinuxHostTest#testNoExemptionsForSystemWritesMntVendor的fail；
但是，google测试工具包并没有同步更新，因此会导致：testNeverallowRules265 fail
敝司已提交google issue：

per comment#3, the issue is verified resolved in the latest CTS PAB.
Please reference b/117805128 for the waiver, CL will be merged into CTS 9.0 R5
