On October 21, we started hearing complaints from users in Brazil with devices running Android 8.1 or lower that the clock on their Android phones automatically changed to Daylight Saving Time (DST). This occurs because some devices are using an outdated version of the Time Zone Database that does not include the recent DST change in Brazil.

To address this issue, we strongly recommend that you update the Time Zone Database (tzdb) using IANA 2018a/b/c version using the following AOSP changes in Android 8.1 AOSP.

The Android 8.1 release branch was cut with tzdb 2017c and is therefore affected by the Brazil DST change this year. The Android 9 release branch was cut with tzdb 2018e and is not affected.
For devices running Android 8.1 or higher, you also have the option of using a feature that allows you to update time zone data via the Play Store update. This feature makes future changes to tzdb easier, without requiring a system update and allows users to receive timely updates, extending the useful lifetime of Android devices.
